  • Pool A: Odisha Hockey Association, Karnataka Hockey, and Haryana Hockey
  • Pool B: Manipur Hockey, Hockey Punjab, and Maharashtra Hockey
  • Pool C:  Mizoram Hockey, Jharkhand Hockey, and Tamil Nadu Hockey Unit
  • Pool D: Bengal Hockey, Uttar Pradesh Hockey, and Madhya Pradesh Hockey.

Every team will compete in their respective pools using a league format. On March 9, the top two teams from each pool will move on to the quarterfinals. On March 10, the semifinals will take place, and on March 12, the final and third- and fourth-place playoffs will take place.   • Pool B: Andhra Pradesh Hockey, Le Puducherry Hockey, Arunachal, and Jammu & Kashmir Hockey

The top two teams in Division C will advance to Division B, while the teams in Division C will only play league games, just like in Division B.
